In the near future, China will have test standards for broadband access rates.

In fact, broadband speed measurement methods are already in the works. In April this year, the "Fixed Broadband Access Rate Test Method" (hereinafter referred to as "Method") communication industry standard draft was completed and published to the public. The "method" is mainly for the network downlink direction, that is, from the network side to the user side.

"Methods" requires broadband operators to build a broadband access rate test platform, and put forward detailed specifications, including client testing and webpage testing. "Method" also pointed out that each broadband access provider should provide users with special client software to facilitate users to test broadband access rate at any time, and put forward specific requirements for client software, such as compatibility, with online upgrade function Wait.

According to the approval draft, the network referred to in this standard includes access network, metropolitan area network, backbone network and international Internet. Since the access network is only an integral part of the network, the broadband access rate is not equal to the actual rate experienced by users when they use network services (such as watching videos, downloading files, etc.), that is, between the user terminal and the service server. rate.

It is understood that the inconsistency between the access rate of the operator and the actual download rate is a common phenomenon, not just in China. According to the UK OFCOM report, the country's access speed has increased by 50% from April 2009 to May 2010, but the user experience rate has only increased by 27%. According to several Internet industry insiders, there are many factors that affect the actual download rate of users. One is related to the access method, the second is related to the bandwidth of the website visited, and the third is related to the bandwidth of the router and server.

"Method" is one of the series standards of "Broadband Network Service Quality and Evaluation Method", and it is also the first publicly announced standard. According to the plan, "Broadband Network Service Quality and Evaluation Method" will also successively introduce "Fixed Broadband Access Rate Test Platform Inspection Method", "Mobile Broadband Access Service Quality Test Method", "Internet Internet Service Quality Monitoring System Test Method" "," Internet business service quality testing method "and so on.

In this regard, Chen Jiangong said that the development of the speed measurement method will allow everyone to test under the same standard and specifications, which will avoid disrupting the market by non-standard data, thereby further promoting the standardization of market players ’competitive behavior and promoting market participants to provide users with real product and service.
