Measures for the Examination and Approval of Imports of Mechanical and Electrical Products for Railway Enterprises

The first is to strengthen the standardization management of imported mechanical and electrical products for railway enterprises and institutions, in accordance with the "Administrative Licensing Law of the People's Republic of China", "Decision of the State Council on Establishing Administrative Licensing for Administrative Approval Items Needed to Be Retained", and "Standardization of Imported Mechanical and Electrical Products" These Measures are formulated by the Administrative Measures (Technical Supervision and Administration Bureau [1998] No. 65) and the Interim Provisions on the Implementation Procedures for the Administrative License of the Ministry of Railways (Iron Administration Law [2004] No. 70).

Article 2 These Measures shall apply to the examination and approval of the import and export of mechanical and electrical products listed in the Catalogue of Standardized Management of Imported Mechanical and Electrical Products (hereinafter referred to as the Catalogue) by railway enterprises and institutions.

Article 3 Railway enterprises and institutions that import mechanical and electrical products listed in the catalogue must apply for standard approval from the Ministry of Railways. The administrative licensing authority of the Ministry of Railways is responsible for accepting applications and giving administrative licensing decisions. The Science and Technology Department of the Ministry of Railways is responsible for review.

Article 4 The import of mechanical and electrical products listed in the catalogue by railway enterprises and institutions shall comply with China's relevant mandatory standards (including mandatory national standards, mandatory industry standards, and standards enforced by laws and administrative regulations).

Article 5 Railway enterprises and institutions shall conduct self-inspection of the mechanical and electrical products required for import, and ensure that the imported mechanical and electrical products meet the requirements of relevant national compulsory standards.

Article 6 Railway enterprises and institutions may, after self-inspection, confirm that the products meet the relevant mandatory standards of China, and then submit an application for approval of the import and export of mechanical and electrical products. The following materials should be submitted at the time of application:

(1) Application for administrative permission of the Ministry of Railways;

(2) The basic status of mechanical and electrical products imported by railway enterprises and institutions;

(3) Self-inspection reports on mechanical and electrical products imported by railway enterprises and institutions;

(4) the original and Chinese texts of the technical or technical requirements for imported mechanical and electrical products;

(5) The products issued by the national (outside) product manufacturers, the national or recognized inspection agencies and certification bodies are in conformity with the certification materials of China's compulsory standards (original and Chinese texts);

(6) Product instruction manual (original and Chinese text) and product pictures;

(7) Other supporting materials that need to be provided.

Article 7 The Ministry of Railways shall, within 20 days from the date of accepting the application for examination and approval of the import of mechanical and electrical products by railway enterprises and institutions, make an administrative license decision for approval. If a decision cannot be made within 20 days, it may be extended for 10 days with the approval of the head of the Ministry of Railways, and the applicant shall be informed of the reasons for the extension.

Article 8 The applicant shall be responsible for the application materials provided by the applicant. Those who provide false self-inspection reports, technical materials, or forgery, fraudulent use, alteration or transfer of the “Administrative Licensing Decision” approved by the Ministry of Railways shall be handled in accordance with the relevant provisions of the “Administrative Measures for the Standardization of Imported Mechanical and Electrical Products”.

Article 9 The staff of the examination and approval management of imported mechanical and electrical products standards shall be devoted to their duties and work in accordance with the law. The acts of illegal dereliction of duty and malpractices shall be punished in accordance with the relevant provisions of the Measures for the Administration of Standardization of Imported Mechanical and Electrical Products.

Article 10 These Measures shall be interpreted by the Science and Technology Department of the Ministry of Railways.

Article 11 These Measures shall be implemented as of the date of promulgation. At the same time, the Notice on Forwarding the State Technical Supervision Bureau and the State Administration of Import and Export of Mechanical and Electrical Products (Import Management Measures for Imported Electromechanical Products) (Technology Supervision [1998] No. 15) was abolished.

Digital Visual Interface Cable Connectors

DVI ConnectorWith the advent of technologies such as DVD players, high-definition televisions, and even digital cable, the need for more advanced cables and connectors has increased. Digital Visual Interface (DVI) is one response to the growing need for interconnected systems, enabling digital systems to be connected to an array of displays. Yet DVI cables and connectors can also be complicated, and may lead to confusion between High Definition Multimedia Interface (HDMI) and DVI. Although the two systems have much in common, they service different niches of digital technology.


Digital Visual Interface

Older systems aren`t necessarily outdated systems. Although DVI preceded HDMI, it`s still widely used in both business and domestic settings. DVI connectors are designed to handle digital data transmission, incorporating three transmission channels in every connector link. The maximum bandwidth for data transfer is 165 megahertz, which is enough to relay up to 165 million pixels per second. Data is encoded for effective transfer, but a single link can handle around 4.95 gigabits per second of information. Double links can handle twice that amount.


Because a DVI cable carries information over a 165 megahertz bandwidth, complete digital resolution can be obtained. Using double link connectors increases the speed of transmission, but requires another cable. However, not many devices depend solely on a double link DVI, so this technolgy can be used on an as-desired basis.


Types of DVI Connectors

There are three general categories of DVI cable connectors: DVI-Digital (DVI-D), DVI-Integrated (DVI-I), and DVI-Analog (DVI-A). However, most connectors fall into one of the first two groups.


A standard DVI Connector is 37 mm wide and has 24 pins, 12 of which are used for a single link connection. When analog is involved, four additional pins are needed to support the additional lines of an analog signal. It is not possible to cross from a digital source to an analog display or vice versa. In those instances, an integrated connector is probably the best option. There are five common types of DVI connectors.

DVI-I Single Link

This kind of connector has three rows, each with six pins. There are two contacts. Because the connector is integrated, it can be used with both analog and digital applications.

DVI-I Dual Link

A DVI-I dual link connector can also be used with both digital and analog applications, but is configured with more pins to accommodate a dual connection. There are three rows with eight pins each, as well as two contacts.

DVI-D Single Link

Specifically designed for digital applications, a DVI-D single link connector has three rows of six pins, and looks much like a DVI-I single link connector. However, a DVI-D connector has no contacts.

DVI-D Dual Link

Also made specifically for digital applications, a DVI-D dual link features more pins (three rows of eight) for dual connections. Like a DVI-D single link, a DVI-D dual link connector has no contacts.

DVI-A

This particular type of connector can only be used for analog applications, and has three rows of pins. One row has five pins, one has four pins, and the last row has three pins. Like single link connectors, a DVI-A link connector has two contacts.
