The Ministry of Industry and Information Technology announces the list of 18 companies that eliminated the backward production capacity

On August 8, 2010, the Ministry of Industry and Information Technology announced to the public that 18 industrial industries eliminated the list of backward production capacity enterprises. The backward production capacity of these enterprises must be closed before the end of September this year.

The elimination of backward production capacity in these 18 industrial sectors in 2010 involved 2,087 enterprises. Among the industries that involved a large number of enterprises were 762 cements, 279 paper mills, 201 printing and dyeing, 192 coke, 175 ironmaking, 143 ferroalloys, and 84 tanning. From the perspective of the implementation of decomposition in various provinces, the provinces that have relatively heavy elimination tasks and involve a large number of enterprises include: 230 in Henan, 226 in Shanxi, 180 in Zhejiang, 165 in Hebei, 165 in Yunnan, and 128 in Guizhou.

Li Yizhong, Minister of the Ministry of Industry and Information Technology, stated that in accordance with the requirements of the State Council's relevant documents, enterprises that failed to eliminate backward production capacity within the prescribed time limit were revoked, and banking financial institutions could not provide any form of new credit support, and the investment management department would not approve and approve new ones. For the investment project, the land and resources management department will not approve the new land use, and the relevant management department will not apply for production licenses. The production licenses and safety production licenses that have been issued shall be withdrawn in accordance with law.

At the same time, enterprises that have failed to eliminate backward production capacity according to regulations and are ordered to close down or cancel by local governments are required to apply for cancellation of business registration within a period of time, or revoke business licenses according to law. When necessary, relevant government departments may require the power supply companies to stop the power supply of backward production capacity enterprises. Enterprises that eliminate outdated production capacity by specified deadlines should still provide appropriate support in accordance with the relevant regulations; enterprises that have relatively heavy tasks for eliminating outdated production capacity and have completed better should arrange for technological transformation funds, energy conservation and emission reduction funds, nuclear projects for investment projects, Land development and financing support will be tilted.

Li Yizhong stated that the backward energy consumption, high energy consumption, heavy environmental pollution, and lack of security are important manifestations of the mode of economic development, and it is one of the important factors that lead to low development quality and efficiency in China and low competitiveness. Only by accelerating the elimination of outdated production capacity can we change the extensive development methods of high input, high consumption, high pollution, and low output, so as to release market capacity for advanced production capacity, ease the contradiction of overcapacity, promote the healthy development of the industry, and optimize the industrial structure.
