I. Tender conditions

This material procurement project has fulfilled the relevant approval and filing procedures as required. The funds have been implemented and the conditions for tendering have been met.

II. Overview and scope of tender

1. Type and Scale: The estimated desulfurization solvent supplement for the 270,000-ton/year sulfur recovery unit is estimated to be 20 tons, which is based on the actual needs of the bidders.

2. Use function: to supplement the desulfurization solvent in the original system.

5. Services: In the course of use, any non-human technical problems occur on site. Technical service personnel shall arrive at the site 24 hours for free technical services.

6. Progress of the project: The capital of this tender project has been implemented and the conditions for tendering have been met. The bidding is now open to tenders from the China Procurement and Bidding Network and the China Petroleum Invitation and Bidding Network.

III. Bidder qualification requirements

1. The bid invitation requires that the bidder has completed and is performing the performance of similar (similar) projects, and has corresponding capabilities in terms of personnel, equipment production, and funds. Consortium bids are not accepted. For the tendering project for goods, the goods manufacturer can only entrust one agent to participate in the bidding for the goods of the same brand and the same type. When multiple agents participate in the bidding at the same time, they are considered as one bidder when calculating the number of bidders. 2. Use the desulfurization solvent currently used in the performance system as UCARSOL HS-103 desulfurization solvent. To ensure the environmental protection device operation effect, the purchased desulfurization solvent is used as a supplement to meet the following performance requirements when mixed with the original agent in the system. The desulfurization solvent concentration can be stably operated in a concentration range of 45wt%±3wt%. 2 When the device meets the operating conditions (solvent circulation is about 150 t/hr), the hydrogen sulfide content in the exhaust after desulfurization is not more than 30 mg/m3. 3 Regeneration tower steam consumption ≤ 0.12 t/t desulphurization solvent. 4 The annual consumption of solvent does not exceed 20 tons. (Excluding losses due to equipment failure or operational fluctuations of the tendering party.) 5 Under the conditions of the normal processing volume and continuous use of the equipment, it can be ensured that the system will not cause the problem of amine foaming due to product quality. 6 The desulfurization solvent used is non-corrosive and has a certain corrosion inhibition effect, and does not have any influence on the operation of the desulfurization equipment. 3. The application performance has not passed through the industrial application of the bidding party. The bidder shall have a production capacity of 5 million tons/year or more domestic refinery companies and a sulfur recovery unit exhaust gas treatment system desulfurization solvent (MDEA) regeneration device for nearly two years. Use performance ≮ 2 sets of times. The performance provided shall be accompanied by a supply contract or application report as a valid result. (The valid certification documents should at least include: goods variety, specification, quantity, user name, sales time, contact person and contact information, and the results that do not meet the above requirements are invalid results). For the bidders who forge or alter their performance, they are permanently disqualified from participating in the company's bid. 4. Performance report To ensure stable operation of the sulfur tail gas desulfurization solvent system after the addition of supplements, the bidder must provide the MDEA regeneration unit with UCARSOL HS -103 Desulfurization Solvents are mixed (used as complementary solvents) and the continuous production time is not less than 12 months. Application Performance Report ≮ 2 sets. 5, non-manufacturers participate in the bidding must provide the corresponding agent power of attorney. 6. Provide physicochemical properties of desulphurization solvents, factory analysis sheets, certificate of conformity, as well as instructions for use, safety data sheets, disposal methods for expired products, product quality standards, and inspection methods. 7, to provide industrial use program. 8, to provide the product's patent certificate or proprietary technology certification, to ensure that the use of the product should not cause intellectual property disputes. 9. During the course of use, any non-human technical problems will occur on the site. Technical service personnel shall arrive at the site 24 hours for free technical service. 10. The assessment indicators for product quality inspection and production operation shall be based on the data detected by the tenderer and issued. 11. If the bidder’s products belong to category A or B dangerous chemicals, it is necessary to work with the technical management department of the bid solicitor to determine the plan for direct delivery to the site, and only after reaching an agreement can they participate in the bidding.
