Wang Jinxi, chairman of the China Lighting Society, revealed that the National Development and Reform Commission is currently formulating an "incandescent road elimination roadmap". The initial plan is that after 2015, incandescent lamps of more than 100 watts will no longer be produced. From 2018, incandescent lamps will no longer be used in China.

Phase-out plan

Foreign media previously reported that China is expected to introduce a timetable for the elimination of incandescent lamps, and impose a consumption tax on incandescent products to speed up the elimination process, while giving policy support to the energy-saving lamp industry.

Wang Jintao said that the "incandescent road elimination roadmap" plan will be announced after the "two sessions" this year, and is still seeking opinions.

Before the implementation of the incandescent lamp elimination plan in China, the EU, the United States, etc. have already proposed a timetable for the elimination of incandescent lamps. On March 9, 2007, many EU countries reached an agreement to gradually replace high-energy incandescent bulbs with energy-saving lamps within two years; the British government announced plans to completely abolish traditional tungsten bulbs by 2011.

After these countries announced the elimination of incandescent lamps, China has also put the matter on the agenda. In December 2007, China implemented a financial subsidy system for efficient lighting products promotion. In July 2009, China and the United Nations Development Programme and the Global Environment Facility jointly launched the “China phase-out of incandescent lamps and accelerated promotion of energy-saving lamps”.

"In terms of energy consumption, 70% of the electricity used in incandescent lamps is consumed in heat, and only 30% of the electricity becomes light, so it is energy-consuming," said Wang Jinxi.

After many countries put forward the elimination schedule, foreign incandescent lamp manufacturers have stopped production, providing an opportunity for Chinese incandescent lamp exporters. According to data from China Lighting Association, the output of incandescent lamps for general lighting in China was 3.79 billion in 2009. Despite the financial crisis, sales in China's lighting industry in 2009 were still as high as RMB260 billion, up 13.04% year-on-year.

Tens of thousands of companies face transformation

Since the country's policy of eliminating incandescent lamps has already spread in the industry, many manufacturers have begun to transform a few years ago.

As a small light bulb factory, Monkey King Lighting's previous goal was to “be the most professional supplier of incandescent bulbs” with a monthly output of 500,000 and a small number of LED lights. However, after the transformation, it plans to turn all the products into energy-saving lamps. .

There are many companies like Monkey King Lighting. According to the statistics of China Lighting Association, there are currently more than 10,000 lighting electrical appliance manufacturers in China, mainly in Guangdong, Fujian and Zhejiang in the southeast coast.

Wang Jinxi believes that there are too many manufacturers of incandescent lamps in China at present. If they are eliminated at once, there will be many negative effects, so they will be phased out, and the country is also studying the transformation of enterprises.

“Our incandescent lamp production line will not be expanded 10 years ago. At present, the monthly output is kept at more than 20 million, close to 100 production lines.” A person in charge of the Foshan Lighting National Civil Lighting OEM Support Channel Sales Department told this newspaper.

Foshan Lighting is the largest export-oriented enterprise in the national electric light source industry. The person in charge believes that incandescent lamps with a power of more than 100 watts account for only about 10% of the company's total incandescent lamps. Therefore, the elimination of incandescent lamps of more than 100 watts after 2015 has little effect on the company. "This policy is beneficial to large enterprises." In his view, there is still a 7-year buffer period from 2018. In addition, European and American countries have long introduced policies to eliminate incandescent lamps, prompting a large number of small and medium-sized incandescent lamps manufacturers abroad. Discontinued production, "At present, the demand for incandescent lamps in foreign markets is still very large, and orders are also abundant."

However, compared to incandescent lamps, energy-saving lamps are not perfect. Wang Jinxi said that fluorescent lamps in energy-saving lamps are facing mercury pollution problems. How to recycle them after a bad test is a big test, while LED energy-saving lamps are expensive, although they are not polluted.
