Entrusted by Jiangyin Thermal Power Co., Ltd., the company invited public bidding for the EPC general contracting project for the second phase of the technical renovation of the boiler's ultra-low emission (#1 and #2 furnaces).
1. Project Overview:
After three phases of construction, Jiangyin Thermal Power Co., Ltd., the first phase of the power plant project was 2×50MW+2×220t/h, which was put into operation from 1987 to 1988, respectively; the second phase of technical transformation project was #3, and the construction scale was 1×50MW+1×. 220t/h, put into operation in 2003. In 2012, it replaced and modified the back press of #3 unit, removed the original #3 extraction condensing steam turbine, and placed a 30 MW back pressure unit in-situ. In 2014, the replacement of the back press of #3 unit was completed. A 20MW back pressure turbine (#4) and a new 1x220t/h (#4) backup boiler were installed at the expansion end. The current total size of the power plant Turbine generator 2 × 50MW + 1 × 30MW + 1 × 20MW + boiler 4 × 220t / h.
On August 27, 2016, the review of "Feasibility Study Report for the Second Phase Project (#1 and #2 Furnace) of Boiler Flue Gas Ultra-low Emissions of Jiangyin Thermal Power Co., Ltd." was completed.
The bidders of this project shall propose the second phase of the project for the low nitrogen burner of #2 boiler, the heating surface of #1 and #2 boilers, and the dust removal of boilers #1 and #2 according to the requirements of the bidding documents and their respective technical advantages and application performance. , #1 Boiler air preheater outlet flue, #1 desulfurization tower; #1 and #2 furnace slag removal system, #1 and #2 furnace economizer ash removal system, #1 and #2 furnace dust collector ash removal System and related professional transformation program.
The project is scheduled to start construction in 2017 in January 2017 and start production in September 2017. The implementation will be carried out in two stages. From January 2017 to June 2017, we will carry out the transformation of each purpose of the #2 furnace, and we will carry out the transformation of the #1 furnace and the #1 desulphurization tower in 2017 from 07 to 2017.
2. Bidding scope: This bidding is all design, procurement, supply, civil engineering, and old equipment involved in the EPC EPC contracting project of Jiangyin Thermal Power Co., Ltd.'s Phase II project for ultra-low emissions of boiler smoke (#1 and #2 furnaces). Demolition, restoration, installation of new equipment, on-site testing and inspection, commissioning, deficiencies, and final delivery and commissioning.
The transformation, dismantlement and restoration of the original equipment, facilities, and heat preservation parts of the power plant caused by the above-mentioned work are within the scope of the bidders' design and supply. The specific scope of the tender is detailed in Annex I of the Bidding Document, "Project Area Division."
3. Qualification requirements for bidders:
1) The bidder must have the independent legal person qualification of the People's Republic of China and the registered capital should not be less than RMB 100 million;
2) The bidder must have a Class A comprehensive qualification for engineering design issued by the Ministry of Housing and Urban-Rural Development, and a Class A comprehensive engineering survey;
3) The bidder must have the contract performance of the EPC general contracting of the thermal power project;
4) The bidder did not commit bad behavior such as winning the bid and serious breach of contract in the past three years;
5) This project does not accept bids from the Consortium;
