On July 1, 2011, the Ministry of Economy, Trade and Industry of Japan promulgated the "Decree on Amending the Part of the Implementation of the Electrical Appliances Safety Law." According to the latest regulations of the decree, LED bulbs and LED lighting appliances that enter the Japanese market will be subject to a round PSE mark on July 1, 2012. This marks the "LED lights" and "LED lamps" to become the subject of the "Electrical Supplies Safety Law."
At present, there are only one provincial order for the safety and electromagnetic compatibility standards of Japanese LED product certification, and the two provincial coordination standards have not yet been issued. Therefore, the IEC standards related to LEDs are not covered by the Electrical Appliances Safety Law. Starting from July 1, 2012, the most feasible and cost-effective method is to manufacture LED bulbs and LED lighting fixtures based on the technical standards of the Japanese Provincial Order.
