It is hereby promulgated and will be implemented as of July 1, 2006. Mayor Zhao Jiancai June 7th, 2006 "Zhengzhou City Management Lighting Management Measures" Chapter I General Provisions Article 1 To strengthen urban lighting management, ensure urban lighting facilities are in good condition, improve urban environment, in accordance with relevant laws and regulations In accordance with the actual conditions of the city, these measures are formulated. Article 2 The urban lighting referred to in these Measures includes road lighting (including bridge and culvert lighting), square lighting, landscape lighting and exterior lighting of buildings (structures). The urban lighting facilities referred to in these Measures refer to the distribution room, transformers, distribution boxes, monitoring equipment, light poles, lamps, underground and underground pipelines and other ancillary equipment used for lighting. Article 3 These Measures are applicable to the management of urban lighting within the urban built-up area of ​​this Municipality. Article 4 Urban lighting shall adhere to the principles of overall planning, scientific design, simultaneous construction, and standardized management, gradually improve the living environment of citizens and improve the taste of the city. Article 5 The municipal administrative department is the administrative department in charge of urban lighting management. The municipal lighting management agency is responsible for the management of urban lighting according to the entrustment of the municipal administrative department. Urban planning, construction, landscaping, finance, public security, urban management, administrative law enforcement and other departments and power units should work together to manage urban lighting within their respective areas of responsibility. Article 6 encourages and supports scientific and technological research in urban lighting. Actively promote and adopt new energy sources, new technologies and new equipment that are energy efficient and improve the technological content of urban lighting. Urban lighting should adopt energy-saving measures such as time-sharing lighting and installation of power-saving devices. Article 7 Any unit or individual has the obligation to protect urban lighting facilities and has the right to report and stop acts that damage urban lighting facilities. Chapter II Planning and Construction Article 8 Urban lighting planning and construction shall implement the national standards and norms for urban lighting, and be compatible with urban construction and economic and social development. Article 9 The municipal urban lighting administrative department shall, in conjunction with the urban planning, construction, landscaping and other relevant departments, prepare urban lighting plans according to the overall urban planning, and report to the municipal people's government for approval and organize implementation. Article 10 The administrative department of urban lighting shall, in accordance with the urban construction plan and the relevant national standards and norms, organize and formulate the project implementation plan according to the urban construction plan and the relevant national standards and norms, and report to the municipal people's government for approval. The implementation plan of the urban lighting construction project shall include the road sections and geographical scope involved, the technical requirements for setting, the lighting and beautification standards, and the completion period. Article 11 If a city lighting construction project is to be tendered according to law, it must implement the bidding and tendering in accordance with the laws, regulations and rules concerning the bidding and tendering. The design and construction of urban lighting construction projects shall be entrusted to the units with corresponding qualifications. Article 12 Newly built, rebuilt or expanded urban roads shall be installed in accordance with the national standards and norms for urban lighting. Article 13 Buildings (structures) and places within the following scopes shall be installed in accordance with the requirements of urban lighting planning and project implementation plan for the installation of exterior lighting facilities or landscape lighting facilities: (1) Prosperous commercial districts (2) tall buildings (structures) and important buildings (structures) on both sides of important urban roads and major entrances and exits of cities; (3) elevated roads, overpasses, pedestrian bridges, parks, parks, large-scale urban sculptures, Municipal facilities such as fountains; (4) Urban landmark buildings (structures); (5) Other sites and buildings (structures) as prescribed by the Municipal People's Government. The lighting facilities of the street building (structure) are installed by the property owner. Article 14 The urban lighting project shall be installed in accordance with the urban lighting plan and the project implementation plan. The urban lighting project shall be designed, synchronized, and put into use simultaneously with the main project, and the required funds shall be included in the project investment estimate. The relevant administrative department shall consult the municipal lighting management agency when approving the design plan. The construction and renovation of urban road lighting facilities shall be planned, synchronized, and implemented simultaneously with the construction and renovation of road engineering, greening projects or pipeline laying projects. Article 15 The installation of urban lighting facilities shall meet the requirements of safety regulations and meet the following requirements: (1) shall not impede the life and health of residents; (2) shall not obstruct the normal use of traffic lights and important signage cards; (4) The normal use function of public facilities such as buildings (structures), urban greening, and municipal infrastructure shall not be affected; (5) Urban appearance shall not be affected. Article 16 After the completion of the urban lighting project, the construction unit shall organize the inspection and acceptance, and notify the municipal lighting administrative department to participate. Those who fail to pass the test or fail to pass the inspection shall not be delivered for use, and may not handle the handover management procedures. Article 17 The pipelines of urban road lighting facilities shall be put into the ground according to the regulations, and protective measures such as embedding buried marks shall be adopted. Existing road lighting pipelines that have not entered the ground shall be gradually transformed into the ground according to the plan. Chapter III Maintenance and Management Article 18 The municipal administrative department of urban lighting shall establish and improve a system of supervision, inspection and assessment of the management behavior of the city's urban lighting management institutions. The municipal lighting management agency shall strengthen the supervision and inspection of the daily maintenance and management of urban lighting facilities, and establish and implement an inspection system for urban lighting facilities.
