Austria Introduces New Policy to Encourage Energy Saving and Emission Reduction

The Austrian government recently approved the “Environmental Promotion Plan 2011” to encourage companies to modify LED lighting systems and energy-saving power systems, and encourage companies and individuals to carry out thermal transformation of commercial buildings and private houses. These incentive measures are not only conducive to energy conservation, emission reduction and environmental protection, but also help ordinary households reduce energy consumption, help companies reduce operating costs, and at the same time play a positive role in creating jobs and stimulating economic recovery.

According to the "Kyoto Protocol," by 2012, Austria's greenhouse gas emissions should be reduced by 13% on the basis of 1990 emissions. However, in fact, in 2008, Austria's greenhouse gas emissions reached 86.6 million tons, which is a lot higher than the planned 68.7 million tons. Although in recent years the economic decline caused by the impact of the international financial crisis has led to a reduction in the environmental burden, especially industrial emissions and traffic emissions, the general trend of increased Austrian discharge pressure has not changed. As the economy gradually recovers, new measures must be taken to curb emissions from rising again. The Austrian government will reduce the focus of greenhouse gas emissions for a period of time from reducing primary energy use to improving energy efficiency, reducing energy consumption, and increasing the use of renewable energy, while emphasizing strengthening government guidance and regulation.

The Austrian government recently approved the “Environmental Promotion Plan 2011” to encourage companies to modify LED lighting systems and energy-saving power systems, while encouraging companies and individuals to perform thermal transformations on commercial buildings and private homes. Austria’s Minister of Environment Berlakovic believes that these incentives are not only conducive to energy conservation, emission reduction and environmental protection, but also help ordinary households in Austria reduce energy consumption, help companies reduce operating costs, and at the same time play an active role in creating jobs and stimulating economic recovery. . At present, the Austrian federal government has injected 38 million Euros into the "Environmental Promotion Plan", and the European Union has also invested 9.2 million Euros, of which 35% of the encouragement funds will be used for energy efficiency improvement projects.

The "Enterprise Environment Promotion Program" provides new funding options for companies to modify LED lighting systems. The amount of subsidies depends on the power of the company's modified LED lighting system, and the maximum amount does not exceed 30% of the total amount of corporate transformation investment. LED lighting equipment has a longer service life than traditional lighting equipment. The mature LED bulbs in the market from 10 watts to 18 watts and traditional energy-saving lamps from 40 watts to 65 watts are basically the same, but the energy consumption is greatly reduced. The Austrian government hopes that through this incentive measure, it will fully explore the potential of energy saving in enterprises, and achieve the goal of reducing greenhouse gas emissions while saving operating costs.

The new "Enterprise Environmental Promotion Plan" also encourages enterprises to modify energy-saving power systems. 70% of the power consumption of a general enterprise is derived from a power system such as a motor, a pump, and a ventilator. The use of modern energy-saving powertrains can reduce the company's electricity consumption by 20% to 30%, while reducing the emissions of harmful gases. The Austrian government hopes to adopt new incentives to help Austrian companies achieve the replacement of high-efficiency engines by 2015. The company that refits the energy-saving power system will reduce the carbon dioxide emissions by one ton per year. The Austrian government will provide a subsidy of 50 euros, up to a maximum of 25,000 euros.

Berlakovic said that these two funding measures are an important step in Austria's energy strategy. The Austrian government provides 2 million euros of financial support for the two measures respectively. "It is not only the climate and the environment that will benefit from it, but also the Austrian companies and the economy."

In addition, the Austrian government will also carry out large-scale thermal transformation of commercial buildings and private houses. Since Austria joined the European Union, the output value and energy consumption of its construction economy have also doubled. The construction economy and residential energy consumption have added to the environmental burden. With the promotion of the "Environmental Promotion Plan", the Austrian government environmental committee meeting decided to implement a more aggressive construction heat-renovation plan in Austria and provide substantial financial support. The building thermal energy transformation plan is seen by the Austrian government as an important means to stimulate enterprises and individuals to reduce energy consumption. From 2009 to 2010, the Austrian government approved a total of more than 15,000 thermal energy conversion projects for buildings. The government’s economic stimulus package has invested a total of 103.9 million euros. In 2011, the Austrian government has decided to invest 100 million euros in the reconstruction of building thermal energy, of which 30 million euros will be used for commercial building renovations and 70 million euros will be used for private residential renovations, focusing on the use of over 10 years of building thermal insulation and Thermal energy utilization system.

It is worth mentioning that Austria has given non-commercial financial institutions the right to accept, approve, and distribute funds for these energy-saving projects. Among them, the funding application period for the transformation of LED lighting systems and energy-saving power systems is up to the end of 2012, and the acceptance agencies are Kommunalkredit Public Consulting established by several departments of the Austrian government. The heat energy transformation funded application acceptance department for commercial buildings is also a regional credit public consultation company, and the application for private residential heat energy reform is accepted by the independent and professional financial institution Bausparkasse. At the same time, the three subsidy funds are issued to applicants or companies in one lump sum payment, which simplifies the company's application procedures and payment process.

The Austrian government has made positive achievements in its efforts to promote energy conservation and emission reduction. Over the past few years, the total amount of environmental-related investment in Austria has reached approximately 700 million euros. In addition to its role in energy conservation and environmental protection, it has also had a positive impact on the Austrian job market. According to the Austrian Institute for Economic Research, environmental investment has created a total of 8,700 “green” jobs for Austria, saving 120 million euros for the labor market, and bringing in nearly 366 million euros in tax revenue.

Fabricated steel wire baskets and wire carriers are designed and manufactured using high quality steel tubing as well as sheet metal for the coiling of wire. A solid basket is often used in house for rod break-down and then used subsequently in wire drawing of large stranders for power cables. Wire carriers are used for coiling and packaging wire from wire drawing equipment, and are then used as in-house or shipping packages.
