Guest Wen Hao: In China's energy structure, thermal power accounts for about 70% or more, and new energy such as wind power and solar energy account for a small percentage. However, the reporter recently discovered in the interview that the installed capacity of wind power has grown very fast during these years, but the utilization rate has dropped. Some wind power provinces like Inner Mongolia have seen a situation of wind abandonment. Why did this happen? What kind of recommendations and countermeasures are there for this kind of electricity supervision?

Shi Yubo: Wind power is a kind of renewable energy. In recent years, our country has attached great importance to the development of wind power. By the end of last year, the installed capacity of grid-connected wind power in China reached 45 million kilowatts, which has exceeded 50 million kilowatts so far and it has become the first A wind power country.

The development of wind power utilization of renewable energy has played a positive role in promoting the energy structure, especially the adjustment of power structure. However, some problems have also arisen in the development process. In particular, there have been some wind power plant abandoned wind problems, and even some areas are still relatively serious.

I think there are several reasons for causing the wind to be abandoned. First, the planning of wind power plants and the planning of power grids have been inconsistent to some extent. The construction speed of wind power plants and the entire power grid, especially the construction of sending projects, have been out of synch, which has affected the normal operation of wind power plants.

Secondly, from the perspective of wind power development, more efforts should be made to encourage local consumption of wind power. However, due to the local economic development and industrial structure, wind power cannot be completely consumed in the local area, so some of the power should be sent out. In the process of sending out, the lack of ability to send transmission lines also affected the sending.

The third is also an important reason. The wind power itself is uncertain and intermittent. Its operation requires the grid to cooperate with it, which is what we call the peaking.

In some places, the capacity of the power grid is not adequate for peak shaving. In particular, in the three northern regions, we all know that heating is required in the winter in North China, Northeast China, and the west. We must first ensure the operation of the heating units and ensure that people use heat. In this case, the peaks are adjusted. There have been problems. In the case that the mode of operation is not allowed, there have been some problems with the wind.

Finally, the mechanism and policies for the operation of the entire wind power plant also need to be further improved. I think this is mainly caused by these four aspects.

For the problem of how to solve the problem of wind power plant abandonment, the first is to attach great importance to planning, to enable the construction of wind power plants and supporting the power grid, and in particular to encourage wind power plants to be consumed as much as possible.

The second is to adopt some technical measures to strengthen the management of operations, such as forecasting wind resources in advance, and arranging the operating mode of the power grid so as to ensure that the power can be delivered in full and reduce wind blows.

The third is to improve the price of the policy, to encourage some wind power plants to engage in some energy storage projects, when it is too much electricity to store it, and then release it when needed. I think these may be some ways to solve this problem. In short, some comprehensive measures should be taken.

As the Electricity Regulatory Commission, we mainly do three things. The first is to strengthen the supervision of full-scale acquisitions of wind power and guarantee the full purchase of wind power, which is also stipulated by our national laws. The second is to strengthen the supervision of transactions on the basis of satisfying local needs, so that wind power can be optimally deployed in a relatively large scope. The third is to ensure the safety of the wind power plant and ensure that it can operate safely and stably.
