The first article of the renewal registration procedures for electrician's network entry licenses is to standardize and strengthen the renewal registration management of electrician's network entry operation licenses. These measures are formulated in accordance with the relevant provisions of the “Administrative Measures for Electrician's Access to Network Operation Licenses” and other relevant regulations.

Article 2 These procedures shall apply to the application, acceptance, review and decision of the renewal registration of the electrician's network entry permit.

Article 3 The State Electricity Regulatory Commission (hereinafter referred to as the Electricity Regulatory Commission) is responsible for guiding and supervising the renewal registration of the national electrician's network access operation permit (hereinafter referred to as permit).

The agencies dispatched by the SERC (hereinafter referred to as the dispatched offices) are responsible for the registration of renewal of licenses within their respective jurisdictions.

Article 4 The permit shall be subject to the registration management system. The electrician shall enter the network with a registered permit.

Article 5 The period of validity of the renewal of the license is three years, starting from the actual registration date.

Article 6 When the validity of a license registration expires, if a certificated electrician needs to continue to engage in network access operations, it shall, within 30 days prior to the expiry of the registration period, submit a renewal to the issuing authority that issued the permit or the dispatched office as prescribed in Article 14 of the present Measures. Registration application.

If the expiration of the validity period of the license registration does not involve renewal of registration, it shall not engage in network access operations.

Article 7 Where a certificated electrician has applied for renewal of registration within the prescribed time limit, it shall pass the actual operation assessment organized by the dispatched organization and obtain relevant certification materials for examination.

Article 8 A certificated electrician applying for renewal of registration shall meet the following requirements:

(1) Men are less than 60 years old and women are less than 55 years old;

(2) It is healthy and has no diseases or physical defects that hinder the operation of the network;

(c) Complete continuing education in accordance with regulations.

Article 9 When applying for renewal of registration, a licensed electrician shall provide the following materials:

(1) The electrician's network entry permit;

(2) Examination form for the application for renewal of registration of electrician's network entry permit (see attachment), which includes the behavior records of the electrician's network entry operation, continuing education, and assessment records;

(c) Medical examination results provided by hospitals above grade two.

Late applications for renewal of registration should also provide evidence of actual operational qualifications.

The record of network operation behavior is confirmed by the employer. In accordance with the conditions stipulated by the dispatched agency, the certificated electrician who has a part-time job at two or more power user units shall obtain confirmation from each unit.

The certificated electrician shall be responsible for the authenticity and completeness of the contents of the submitted application materials, and shall not provide false application materials or conceal the relevant circumstances.

Article 10 The dispatched office shall make a decision on whether to grant the renewal of registration within 15 days from the date of receipt of the renewal application for registration.

If a decision to grant a renewal of registration is made, the renewal registration procedure shall be completed. In the case of a decision not to renew the registration, the applicant shall be notified in written form stating the reason for not renewing the registration and informing them of their right to apply for administrative reconsideration or to initiate an administrative lawsuit according to law.

The dispatched office shall record the registration information in the electrician management file.

Article 11 After an electrician obtains a license and increases the type of license, the validity period of the license renewal registration shall be recalculated from the date of the decision on the new category of license.

Article 12 During a registration period, an electrician who obtains a low-voltage permit and an electrician who obtains a license of another class (including two or more categories) shall receive no less than 24, respectively, according to the continuing education approved by the SERC. Article 13 Licensed electricians may receive continuing education through face-to-face education, aerial classes, and distance education.

Article 14 Where the work place of a licensed electrician changes to a place outside the issuing institution that issues the permit, it may apply to the dispatched office at the place of work for renewal of registration. The dispatched office that accepts the application shall check the information of the electrician's file and apply for the renewal of registration in accordance with regulations.

Article 15 An employing unit shall not arrange an electrician who has not registered for renewal within the prescribed time limit to engage in network access operations.

Where a certificated electrician or employing unit violates the relevant provisions of these Measures, the dispatched office shall handle it in accordance with the "Administrative Measures for the Electrician's Access to Network Operational License" and the relevant state regulations.

Article 16 If the staff of the State Electricity Regulatory Commission and its dispatched offices abuses their powers, neglects their duties, engages in malpractices for personal gains during the renewal registration management of electrician's network entry permits, they shall be given administrative sanctions in accordance with the law, and if they constitute a crime, they shall be investigated for criminal responsibility according to law. .

Article 17 These Measures shall come into force as of the date of promulgation.
